To the OP, the difference between an OEM and Retail key is that once you use the OEM license, it becomes locked to that particular computer, specifically the motherboard. As already stated, most of these keys come from leftover bulk OEM batches - they exist in a grey area of legality, but are certainly not blatantly illegal.
